WhiletheEUagenciesthathavebeengrantedthepowertoadoptbindingdecisionsareadiversegroup,theyatleastshareonefeature:inallofthemanorganisationallyseparateadministrativereviewbody,i.e.aboardofappeal,hasbeenestablished.ThereviewproceduresbeforetheseboardsmustbeexhaustedbeforeprivatepartiescanseizetheEUcourtsandtheboardsthereforeallfulfilasimilarfunction:filteringcasesbeforetheyendupbeforethecourtsandprovidingpartiesbyexpert-drivenreview.Sharingthiscommonfunctionaswellassomecommonfeatures,theboardsofappealofthedifferentagenciesremainheterogenousintheirsetupandfunctioning.Thisraisesahostofquestionsfrombothatheoreticandpracticalperspectivewhichthisvolumeanalysesindepth:howdotheboardsfunction,whichkindofreviewdotheyoffer,andhowshouldtheybeconceptualizedintheEU’soverallsystemoflegalprotectionagainstadministrativeaction?Toanswerthesequestions,thevolume’sfirstpartpresentsaseriesofcasestudies,coveringalltheEUboardsofappealcurrentlyinexistence,whileasecondpartlooksintothehorizontalissuesraisedbythephenomenonoftheboardsofappeal.
